This item is made with a black metal frame. It is 43″ tall, has a 2 8″ wheels, fold down handle, lever and cable for brake or dispensing, and a feed through quick connect fitting. The quick connect is larger than a 3/8″ air fitting, probably it is ½”.

It is not complete and I do not know the application of this item. It may have been intended for a garden hose, pressure sprayer, or pneumatic hose with a different size of fitting. With modification, it might be useful for your application.
