It would be handy, in that you could have a ¼” socket installed at one end, and a hex shaft screwdriver or similar tool attached at the other end. The knurled shaft aids in traction for light fingertip adjustments.
I was unable to find it in the Snap-on catalog, I suspect it may be a limited edition available from their precision or racing line of tools.
Stamped between the knurled grip on the handle it identifies it as Snap-On
